Sounds like your question is related to the trailer brake bleeding process where you are supposed to pick the assembly that is the furthest from the actuator to start with. Basically if you have more than one trailer axle you pick the rear-most axle and then start with the assemblies there. Once you've bled either assembly on that axle you then move to the one in front of it. Of the two bleeder valves, you will want to use the bleeder valve that is on the top. That's because air bubbles want to float up so using the higher valve will make bleeding easier.
I have attached a video showing the process of how to bleed hydraulic brakes. I also attached a disc brake kit installation video that addresses bleeding the brakes at the 3:00 mark.
