Question:

By any chance would you know where the fuse is located for the 7 pin on a 2016 Dodge Ram 1500 big horn ?

I took a look at the online version of the owner's manual for your 2016 Ram 1500. There should be a 30 amp pink fuse located in the F30 position inside the power distribution center. This fuse is specifically for the "Trailer Tow Receptacle". Make sure this fuse is present and in good condition.

Additional fuse locations related to the 7-Way and trailer towing on your 2016 Ram are as follows:

F11 (30 amp pink) - Integrated Trailer Brake Module
F28 (20 amp blue) - Trailer Backup Lights
F29 (20 amp blue) - Trailer Parking Lights
F53 (20 amp yellow micro fuse) - Trailer Tow L Turn/Stop
F81 (20 amp yellow micro fuse) - Trailer Tow R Turn/Stop

There's likely some kind of interruption on the brake output circuit. Inspect the 7-Way connector at the bumper and look for any debris or corrosion that needs to be cleaned out of the pins. Do the same on the trailer side. Whatever wiring you can access behind the 7-Way - check for any damaged, pinched, exposed portions that need to be replaced.

I was checking the trailer electric at the plug with a test light. I accidentally touched the negative to the running light pin. Half a second... a little smoke... and now no running lights on my trailer. Fuse 29 is NOT blown. I took the fuse out and replaced it... Still not working. I put the test light on the terminals in fuse 29 and have NO power there.... HELP

If you don't have any power coming into that fuse, then it honestly might be time to bring the truck up to a mechanic or the dealer. I wasn't able to find any corresponding relays in the owner's manual for that circuit, although you might want to check your copy to be sure - that would be the only other place I can think of to look.
