Does Mounting Flange of 4" Offset Ball for B&W Turnoverball BWGNXA4085 Rest on Bed
Question:
Is the BandW turn over ball with a 4offset BWGNXA4085 supposed to fit flat against the truck bed.... and if it doesnt should one put some type of spacer between the truck bed and the bottom of the offset part where it will be snug to the bed?

The flange of the 4" Offset Ball for B&W Turnoverball Gooseneck Trailer Hitches # BWGNXA4085 that you referenced is not designed to rest on the bed of the truck. There will be a slight gap which is totally normal and not something you'd need to worry about. In the attached picture you can see there's a slight gap between the flange and the top of the bed.
