In order to install a trailer brake controller like the Hopkins Agility # HM47294 that you referenced on your 1989 International S1900, you will need to first install an RV style 7-Way connector if one is not already present.

I recommend starting with a 4-Way harness like the Tekonsha Universal 4-Pole Hardwire Kit # 18252. This kit includes a tester that will allow you to determine the correct wires on your truck to splice into.

Once installed, you will need the Universal Wiring Kit # ETBC7. This kit includes everything necessary to install a fully functional 7-Way from the above mentioned 4-Way, along with the additional wiring and circuit breakers needed to install a brake controller. I have attached a great article that details the installation steps for this kit that you can use for reference. If you need some additional wiring you can use # 10-2-1.

When installing the Hopkins Agility Brake Controller # HM47294, the black wire from the controller is for 12V power and will go to the truck's battery. The blue wire is for the brake output pin on the 7-Way and the white wire is for ground. The red wire is what will connect to the cold side of the brake light switch wire. This is the wire located above the brake pedal that receives power only when the brake pedal is depressed, and no power with any other function. You will want to use a circuit tester like # PTW2993 to verify the correct wire to connect to.

I have attached a couple additional articles on brake controller installations that you might also find helpful.
