Gaps Between Shackle Bolt Heads and Shackles on Double-Eye Trailer Suspension

Folks, I ordered the 9/16 x 3 bolt and nut along with two 2 5/8 shackles. When installed, the bolts do not fully seat the shackle which leaves the knurl exposed. I thought that this was supposed to seat within the shackle and dont want to over torque the nut.. Can you advise?

For a 9/16 inch shackle bolt such as # TRFA73Z916DLNZ you will want 65 to 95 foot pounds of torque. Provided that you are within that range you won't over-torque the nuts. A little bit of play is expected but large gaps could be taken up using washers. The spring eye does need to be able to move though so it can't be sandwiched between the shackles too tightly.
