A lot of the rooftop cargo boxes have adjustable settings to accommodate a wide variety of crossbar styles and spreads (distance between the centers of both crossbars). To confirm if one will fit and allow you to fully open your rear hatch of your 2017 Volkswagen Tiguan you will first want to adjust your forwardmost crossbar as far towards the front of your tiguan as possible. You will then want to measure from the center of that crossbar to the line where the roof and your hatch meet. You can then use that measurement to check the compatibility of the linked selection of roof cargo boxes.
For example; the Thule Pulse # TH615 is compatible with crossbar spread that measure between 23-5/8" and 34-3/8" and will allow access to the rear hatch of any vehicle that measures at least 46-3/8" from the front crossbar to that line at the roof and hatch.
If you can give me the measurement needed for rear hatch clearance and the range of what your crossbar spread can be with your forwardmost crossbar towards the front of your Tiguan I can give you a few recommendations.
