Can the 12v power lead that charges the trailer battery power a electric trailer jack that requires 30 amps.

Normally the 12 volt power circuit of a tow vehicle is rated for 40 amps so the answer to your question should be yes, but you would need to check the fuse of the 12 volt accessory circuit on your vehicle to verify if you have the amperage needed for your jack.
