Troubleshooting New Trailer Brakes that Dont Engage with Multiple Trucks

Question:

Have an 07 load trail deckover with 7k axles. Brakes suddenly stopped working altogether. We replaced the shoes and magnets on all 4 wheels. I told the boss to just buy all new backing plates w/ everything and it would be cheaper and easier. Then adjusted up brakes and now we get barely any breaking power. The magnets are working and seem to be working much better than the old ones with the trailer jacked up in the brakes engaged via a battery you cannot turn the wheels even with a 6ft breaker bar. But as soon as the trailer is towed behind a vehicle they dont work at all. Have tried multiple trucks and check the wiring everything seems good on that end what could it be? We are stumped.

You know the brakes themselves work because you can test them with a battery. It sounds to me that the issue is in the trailer's connector or the wiring. I would try replacing the connector with something like # HS381-9000.

You can try testing for the problem in the connector by plugging the trailer into a truck and then using a tester on the brake wire on the 7-way just a few inches behind it.
