The Bulldog Stubby Bumper # BDW21000 is not rated for flat towing. I spoke to Bulldog about using it to flat tow and they said they haven't tested it long-term in that fashion but if the bumper is reinforced it could be used. It is confirmed to fit both the 1994 and 1997 Jeep Wranglers you have.

The Bulldog Stubby bumper has 3/4 inch shackles so you can use the Roadmaster Adapters # RM-035 to connect to a tow bar. The tow bar I recommend is the Roadmaster Falcon 2 # RM-520 and safety cables # RM-643.

If you'd like to use magnetic lights so you can use them with whichever of the two Jeeps you're towing then use the Optronics Magnetic Tow Lights # TL21RK. They're not a permanent install and they're easy to setup. If you'd rather a hardwire permanent install both Jeeps will use the # RM-15267 diode kit. If you use the diode kit both of them will need the Brake-Lite Relay # RM-88400 to keep their lights from overriding the RV's.

The supplemental braking system I recommend is the Roadmaster Even Brake, part # RM-9400. It's portable so it's easy to transfer between two different vehicles.

Finally, you'll likely need a high-low adapter. I've attached an article to help you determine the correct rise or drop your setup requires. I've also linked our selection of adapters for you to look at once you know what you need.

In addition to my recommendations I've linked some articles on flat towing that you may find helpful.
