Cant Find Circuit Breaker and Tekonsha Voyager Brake Controller Malfunctioning on a 1994 Ford F-350

Where is the 20/30 amp circuit breaker located on a f-350 1994 diesel? No green light on voyager tekonsha controller... looking for circuit breaker cant locate ground/hot lead on battery.? factory install

From my research, it looks like you will need to access the fuse panel. This is located on the lower edge of the instrument panel and can be removed by pulling on the handle to disengage the fasteners. The circuit breaker that you will be looking for is a 30 Amp Maxi Fuse in the Power Distribution Box.
Keep in mind that if your circuit breaker has shut off, it will remain off until whatever is causing it to shut off has been fixed.
Since you are looking for the leads on your battery I'm guessing you already knew that and so you are trying to track the problem down. The leads for the ground and power to your Tekonsha Voyager # 39510 should be connected to the terminals on your battery. Check for any places where there might be a smaller wire connected to a spot on the battery with a Ring Terminal, like part # 44-5310A.
If you are not getting a green light on the Voyager then that means that it is not reading that a trailer is hooked up. I would start by checking the wiring harness at the rear of your F-350 with a Circuit Tester # PTW2992. If you are getting all of the appropriate signals (make sure to turn the Voyager to the highest setting and use the manual override to check for brake controller power), then the problem is on your trailer side. You can test the functions of your trailer by hooking it up to a different power source; different vehicle, or just a different battery.
If there are some functions that are not working correctly on either your F-350 or your trailer, then I recommend checking the wiring to see if there are any places where the wires have been corroded, bent, exposed, or damaged. You can replace those segments with some 10 Gauge Wire # 10-1-1 and some Butt Connectors # DW05745-5.
If the functions on both your F-350 and your trailer look like they are working properly then you will need to take your equipment to a professional mechanic who can physically inspect your F-350 and trailer for you.
