The Curt Class III Trailer Hitch Receiver # C13119 referenced in your question is confirmed to fit your 2016 Honda CR-V and will be perfect for mounting a bike rack to. The recessed hitch opening should not cause any compatibility issues with most hitch-mounted racks. A couple of hitch measurements that are important to note when looking at bike racks is the distance from the ground to the top of the receiver opening and the distance from the center of the hitch pin hole to the outer most edge of the CR-V's bumper. The ground to the top of the receiver on your 2016 Honda CR-V will be 14-3/4 inches. The distance from the center of the hitch pin hole to the outer edge of the bumper is only 2 inches, so there will be very little if any ground or bumper clearance concerns.
This hitch has a maximum tongue weight of 350 pounds and per Curt warranty, all non-trailer loads such as bike racks and cargo carriers should be supported by stabilizing straps # 18050. Failure to do this will void the hitch's warranty. The hitch is custom fit for your Honda CR-V so no drilling will be required during installation. I have attached an installation video on your vehicle for you to check out.
If you do not already have a bike rack, I recommend looking at the Swagman Chinook 2 Bike Platform Rack # S64683. This platform-style rack can carry 2 bikes of up to 45 pounds each and can be tilted away from the vehicle with the bikes still loaded for easy rear cargo access. The rack also includes built-in locks to secure the bikes to the rack and the rack to the trailer hitch. The closest part of the rack from the center of the hitch pin hole when it is folded up is measured at 6 inches. There will be no clearance issues with the bumper on your CR-V with this bike rack.
I have included a video demonstration of this rack for you to review.
