What Keeps Bolt from Turning in Frame for Trailer Hitch Installation on a 2006 Mitsubishi Lancer
Question:
if the bolt is pulled through a hard to reach blind? spot using the wire, how do you get a wrench on the bolt to tighten it?

The short answer is you don't! The longer answer is that there will also be a block fishwired in and the bolt will go through the block and the hole in the frame. The block prevents the bolt from turning because it can't fully rotate within the frame. The block has a square hole in it and the bolt head has a square part that will fit in that square hole so the bolt also cannot spin within the block.
If you want to use the hitch for an accessory such as a bike rack or cargo carrier then you have to make sure the accessory is rated for use with a Class I trailer hitch. Also, with a bike rack, you are limited to 2 bikes maximum on a Class I hitch.
Curt also says you have to use stabilization strap # 18050 when using this hitch for any non-trailer load (such as a bike rack or cargo carrier) per their warranty requirements. I have linked the Class I compatible 2-bike racks and cargo carriers for you.
