Why Would Holes Behind Crossmember of Draw Tite Hitch For 2007 Honda Pilot Not be Accessible

In the video there are two bolts behind the hitch, my unit does not have that componet. Were there two different models of hitch that I needed to choose from? Here is my product info: Draw-Tite Max-Frame Trailer Hitch Receiver - Custom Fit - Class III - 2 Item # 75599

On some models there is a fascia covering that needs to be removed to access the some of the bolt holes. If you check out the picture I attached you can see what I am referring to. It sounds like that is what you are referring to. I also attached a link to the install instructions for you to check out as well.
