Surge actuators like the Titan Zinc-Plated Brake Actuator # T4745720 mentioned in your question do not have an actual PSI rating. The disc unit will operate between 1,400 to 1,500, and with no residual back pressure. The actual PSI varies with weight of trailer, tire size, speed, braking ability of tow vehicle, and type & length of brake lines.

Only electric over hydraulic actuators can be set to an exact PSI.
