The 30,000 lb Gross Towing Weight of the B&W Turnoverball Underbed Gooseneck Trailer Hitch w/ Custom Installation Kit - 30,000 lbs, # BWGNRK1108, as well as other gooseneck hitches is rated for the hitch itself and is normally rated higher than your truck's towing capacity. That weight is rated on what weight the hitch itself can tow at maximum capacity without issue. I've linked an installation video of this hitch on a F-250 which will be very similar.

I looked up the owner's manual for your 1999 Ford F-350 Super Duty and you will be restricted to the weights they give for your towing. For a 5.4L with 4.10 rear axle ratio, you will have a max trailer weight of 10,000 lbs and a max combined weight of your truck and trailer of 15,000 lbs. If you have the 6.8L with a rear axle ratio of 4.30, you will have a max trailer load of 10,000 lbs and a maximum combined weight of your truck and trailer of 20,000 lbs. If you have different rear axle ratios the different ratings are available in your owner's manual.
