Is this hitch capable of being mounted to raise the pintle as opposed to lowering it?

Yes, the B&W Pintle Hook Mounting Plate # BWPMHD14002 can be mounted in either the rise or drop position.

If you also need a pintle hitch the Curt # C48200 is rated for up to 16,000 pounds when using the pintle hitch. This also included a 2-5/16 inch hitch ball.

The vertical weight capacity of the B&W Pintle Hook Mounting Plate #BWPMHD14002 is 1,600 lbs. If you check out the picture you can see the tongue weight capacity as well as overall towing capacity of 16,000 lbs.
