There is a difference between a tow package installed on your vehicle from the factory and buying an aftermarket trailer hitch, wiring harness and ball mount. Factory tow packages can be make up of various parts, however it sounds like your 1999 Toyota Land Cruiser does not come with a factory tow package since it did not come with a trailer hitch.
To tow with your 1999 Toyota Land Cruiser you will need a Hitch # 13443, a wiring harness # C55365, ball mount, hitch ball and pin and clip # 989900.
The hitch I recommend is the hitch you were interested in, the Curt Hitch # 13443. This hitch is made from powder coated steel. The GTW for this hitch is 5,000 lbs. and the TW capacity is 500 lbs. So to bend this hitch you would have to exceed its GTW and TW weight capacities which is not recommended. While your vehicle has a GTW of 6,500 lbs. and TW capacity of 650 lbs. you cannot exceed the weight capacities of the hitch.
To complete your towing package you will also need a wiring harness. I recommend the Tow Ready T-One Vehicle Wiring Harness # C55365.
For a ball mount, hitch balls and pin and clip, I recommend the etrailer Ball Mount Kit # 989900. This comes with two hitch balls, two ball mounts and a pin a clip, everything you need to tow a trailer with your 1999 Toyota Land Cruiser.
I attached help articles on trailer hitch installation tips and an article explaining what you need to tow a trailer, which you may find helpful.
