Ball Mount Recommendation for a 2012 Dodge Journey Towing Scoota Trailer to Tow Level

I have a 2012 Dodge Journey RT the hitch ID at 15.5inch the Scoota trailer is at 17inch do I go with a 1inch rise or a 2inch rise since they dont: make s class 3 1.5

To pick out the correct rise/drop ball mount you need to measure from the bottom of the trailer coupler to the ground with the trailer perfectly level and then measure from the top of the hitch opening to the ground. The difference between those two dimension is the rise/drop you need. It sounds like you measured your correctly already but I just wanted to mention that to be sure we're on the same page.
Sounds like you need a rise of right at 1-1/2 inches. The Curt aluminum ball mount part # C45296 would be a great option and the closest thing we have to your needed rise at 2-1/2 inches.
For a 2 inch hitch ball you would want the # 63845 or for a 2-5/16 ball # 63847.
