Is It Common to Have Axles Hung From Leaf Springs

Is it common practice to hang axles below the leaf springs? Working on a friends duel axle trailer and ready to start welding the new clips in place for springs. Previous suspension had axles u-bolted to bottom of springs.

It's not uncommon at all. The placement of the springs above or below the axle depends on many factors, including the desired ride height/ground clearance of the trailer and the amount of clearance between the top of the tires and the underside of the fenders.
