What is the Overall Length of the Kuat Bike Adapter Bar

Can you please explain if the minimum measurement of 15inch is the length of the bar only or is it the entire length? If the 15inch is for the bar only, what is the total length of this adapter? Thank you so much for your help.

The 15 inches to 23 inches measurement on the Kuat adapter bar # UB01 is the inner length. The overall length is 20 inches to 27 inches. I have included a picture that shows this and a link to a video review of the bar for you.
