According to the operating instructions (I'll email you a copy) the bF error code indicates that there's a short somewhere in the brake output circuit, which is the blue wire that exits the rear of the controller and delivers the voltage to the trailer brakes through the trailer connector.
Several things might be causing this. The first thing you will want to do is sever the blue wire from a few inches behind the brake controller. Leave enough wire so you can reconnect it later. Then use a circuit tester like # PTW2993 on the side coming out of the controller. It should show power only when you apply the manual override. If it doesn't or if it shows power at any other time, then the controller is faulty and should be replaced.
If the controller tested out okay, reconnect the blue wire. Next you can check the trailer and vehicle side connectors. A dirty, damaged or corroded trailer connector can cause a short. Clean out any dirt or corrosion you find. Corrosion can also build up in the backs of the connectors where the wires connect.
Next check the trailer wiring to the brake magnets. You will be looking for any nicks in the wiring that show exposed wire touching the trailer frame. Also check to make sure the trailer magnet ground and power wires are connected securely. Each magnet's ground connection should be securely made to clean uncorroded metal.
Then inspect the magnets themselves. You'll need to pull the hubs to inspect them. If you can see the copper windings coming through the face of the magnets they will need to be replaced.
I'll link you to an FAQ article about troubleshooting brake controllers.
