We haven't had the opportunity to install the Draw-Tite 75916 Class III hitch on a Volvo S60, but when we installed it on a V60 which has about the same ride height at the rear, we found the receiver height to be right at 11-1/2 inches, which means you'd want a ball mount with around a 5-1/2 inch rise. For your 2013 Volvo S60 I actually recommend just going with the Draw-Tite Class III 2" Trailer Hitch Receiver # 75916. This 2 inch hitch essentially has an identical mounting bracket design to the Curt 1-1/4" Hitch # C12066 you referenced, so it's not going to stick out any further. In fact based on installations we have performed with both hitches the Draw-Tite will likely be a bit more recessed behind the bumper than the smaller Curt model.
