I have an answer for you. From my research on your 2021 Mini Cooper, I confirmed with the owner's manual that you should not flat-tow your vehicle. The manual states that a 2021 Mini Cooper needs to be towed with the front wheels elevated whether you have the Steptronic transmission or the manual transmission. There are also pictures in the owner's manual that provide you with acceptable ways to tow. The old tire chain paradox: owners manual says no chains but in some places the law requires chains. It is related to Reno's Law which states that if chains are required by law then of course the vehicle owners manual says not to use chains.

I can get you set up to tow your 2018 Mini Cooper JCW, but it will not be a flat tow setup with four wheels on the ground. You will not be able to tow your vehicle with the JCW trim.
