I agree that the fitguide's filter for Trail Rail compatible ladder racks is a bit misleading since you would have to remove your trail rail. The only ones that really will mount into the trail rail tracks are the Rhino Rack options like part # RR29VH. There are other options in there that will also fit because they either mount in the stake pockets or into a tonneau cover t-slot. Yakima, for example, has the # Y01152-5755 which comes with adapters to mount in the t-slots of a cover.

Depending on what point in the factory taillight harness the license plate lamp is wired in, it's entirely possible that the license plate lamp on your 2007 Liberty could be bypassed when flat towing. Unfortunately, I was unable to find any specific information on this, either online or from Hopkins.
If your license plate lamp doesn't illuminate when flat towing, you would indeed need to run a jumper from the
# HM56203 harness to your license plate lamp.

The underside of the step isn't flat and smooth, as shown in the provided photo. It would still work for you, but I'd recommend using a piece of 1/4 inch plywood or a thin metal plate bolted onto the underside of the step if you wished to use it in the manner you describe. The Curt T-Connector Vehicle Wiring Harness # C62VR will plug in line of the factory wiring harness on your 2021 Jeep Grand Cherokee. I have included a picture of the drivers side connections. The female connector from the Cherokee will plug into the male connector on the Curt wiring harness. The female connector of the harness will then plug into the male connection on the taillight. It's not recommended that the pin from the breakaway switch be removed, in order to keep dirt and debris from getting into the switch and interfering with its operation.
Unfortunately, I'm not aware of a cover or cap. I've checked with a couple of our manufacturers who tell me that they don't offer a cap. Your best bet would be to simply leave the switch in place. I did some research on the 2009 Jeep Compass models, and unfortunately you would not be able to to your vehicle with four wheels on the ground because it has an automatic transmission. Only the models with a manual transmission are able to be towed in this manner.
