Thanks for all that info and since you are getting low voltage going into the converter box of the T-One Wiring Harness # 118498, my best guess is a finicky ground. If you grounded it via an existing screw, that needs to be connected to a clean metal surface - including no paint. If you did that ground methold I would also try using a new ground with the self-tapping screw provided instead of an existing screw, as that may help.

On the back of the connector where the wires attach check for dirt and corrosion and clean any that you find. You may need a new connection there so cut the wire, strip off some of the insulation, and reconnect after cleaning the connector. Do this for any of the wires that appear to need it.

You are correct, if you have power going into the converter box and not coming out of the converter box you, for any one of the trailer lighting functions, will need to replace the converter.
Although the converter does not look the same it preforms the same function, combining the separate brake light signal and turn signals on your vehicle on to the same wires going to the trailer lights.

I've never heard of this being the case and brake controllers, like the Prodigy P3 # 90195, are designed to protect the vehicle wiring.
The easiest thing to do in this situation is to unplug the wiring from the back of the controller and see if that resolves the issue. If it does then something seriously wrong has happened to the brake controller but if you still get that error code then it just proves the point that the brake controller isn't cause that kind of issue.

Testing the brake controller is fairly easy. Sever the blue brake output wire near the brake controller leaving enough room to reconnect it and then apply the manual slide.
