Yes, you would be able to attach the Thule Outbound Roof Top Bag, part # TH868, to the cross bars of your 2011 Jeep Patriot. The instructions state that if possible, place the bag between the bars so that it fits snugly between them. It can also ride on top of the bars if needed. I do have an option for you but the Curt Trailer Hitch Receiver part # C13081 will not allow you to re-install the factory tow hook. If you would like to keep the factory tow hook then you will want to use the Draw-Tite Max-Frame Trailer Hitch Receiver part # 75712 instead which will allow you to retain the tow hook once it has been temporarily removed to install the hitch.

Draw-Tite trailer hitch # 75712 fits all models of the 2014 Jeep Patriot. Installation will be similar to the vehicle I have linked showing installation on a 2011 model. The ThulOutWay 2-Bike Rack part # TH45JV is a confirmed fit for your 2012 Jeep Patriot. If you wanted to then access the hatch you would want to remove the bikes and rack completely as Thule states not to open the hatch with the bike rack attached. This is the case for all trunk mounted bike racks because the hatch is not designed to support the weight of the rack and you could run into clearance issues in doing so.
