You'll want to measure the body of the trailer from the rear bumper to front of the trailer body. Normally we see a 30 amp fuse at the 12V power pin on your vehicle-side 7-Way like the part # PK11893. You'll want to verify with your tow vehicle what that fuse rating is and then you can check the amps at the 7-Way when a load is applied to see what you're getting. If there is a significant drop then you might have a short somewhere in the wiring.

The best way to know for sure what the diameter of the axle is, is by checking the axle spec sticker on the center of the axle. If it doesn't have a diameter it will have a capacity, which can help you determine the diameter. If you've got smaller than a 3" axle you've most likely got a 2-3/8" diameter axle which corresponds to a 3500-lbs capacity, so you'll want to use the Dexter Over-Under Conversion Kit # K71-384-00. I do believe the 23MB has tandem axles so you'll need 2 of these kits.

I wasn't able to find a specific tire size that your 2004 Jayco Jayflight 29BH would have came with but I was able to determine that the wheel diameter is 15 inch which does match what the diameter that the Westlake ST205/75R15 Radial Tire w/ 15" Silver Modular Wheel - 5 on 4-1/2 - LR D # LHAW121 has. If the tire size on the sidewall of the tire matches this at 205/75R15 as well as the bolt pattern being 5 on 4-1/2 inch then this will fit and work great.
