You always want to have the tires on your trailer inflated to the maximum tire pressure as specified on the tire. If you run the trailer tires at a lower PSI, the thicker sidewall of the trailer tires would cause the tires to heat up quicker and would reduce the life of the tires.

You have at most 1 - 2-inches of leeway either wider or narrower. Since your bumper's D-rings are 28-1/2-inches apart you may be able to fit the brackets inboard of the D-rings and remain within an acceptable spread.
