The Curt Echo Mobile Trailer Brake Controller part # C51180 requires a fully functional 7-way trailer connector with active power in order operate. A 4-way will not supply the needed power circuit. The 7-Way RV Upgrade Kit part # ETBC7L is exactly what you will want to use. The T-One Trailer Wiring Harness, # 118651, that you had installed on you vehicle will work fine in all weather conditions. The plug connections where the wires connect to the plug has a water tight fit.
I would suggest apply some dielectric grease, # LT37534, on the plug ends. this grease will keep water out of the electrical connections when in use or not.

The bumper should not need to be removed to install the Draw-Tite Class III Trailer Hitch # 76021 on your 2015 Jeep Renegade. The trailer hitch should have come with 4 fish wires to help you feed the bolts and spacers into place. If your Renegade does not have a tow hook, you will need to drill an access hole to fish the bolt and spacers through. If you have a tow hook, it will not be necessary to drill an access hole.

According to page 430 of the online version of the owner's manual you can dolly tow your 2016 Jeep Renegade FWD with the manual transmission but you cannot flat tow it. We do carry tow dollies so we can still help you with transporting your Renegade.

I do have a way in order for you to flat tow your 2017 Jeep Renegade, however the only way this is possible according to the manufacturer is by using a tow dolly. Unfortunately, the Jeep Renegade is not compatible being flat towed with four wheels down. You nailed it! Since you already have a 4-Way on your 2017 Jeep Renegade Latitude then you would just need the 4- to 7-Way adapter like you said, # 37185. The Prodigy RF # TK94FR needs the 12 volt circuit to be functional on the 7-Way but not the blue brake output wire or purple reverse light wire so you can cap those off as you said.
