I called my contact at Thule about the TH400XT foot packs you said you have for your 2008 Civic. They told me the 400 series fit kit and foot pack has been discontinued and is no longer available.

Your 2007 Honda Civic Coupe can only be fitted with a Class I hitch. This is because your Civic's frame cannot support the additional capacity of a higher-rated Class II hitch.
