We have 3 different base plates that are verified to fit your 1991 Honda Accord if it is not a Wagon.

I took a look at the online owner's manual for your 2018 Honda Accord with a manual transmission and on page 463 it does address flat towing. You do put it in neutral and set the power mode to ACC, but also remove fuses, and there is a procedure outlined to do so.
