The best way to pick out a weight distribution system is to base it off of the loaded tongue weight of the setup when it is loaded and ready to tow. Due to the trailer and boat configuration, you really only have one good option for carrying your 2 bikes and that is to utilize your Land Rover Discovery's roof rack. I recommend trying to find a bike rack with a long enough shank to clear your spare tire. To find out how much clearance you need, take a tape measure and find the distance from the center of the pin hole on your hitch to a point past your spare tire. The great thing about weight distribution systems is that the weight of them does not get considered as additional tongue weight. Our manufacturers have fielded this question from us several times and their stance is that the WD system essentially becomes part of the hitch so you would not consider it's weight as additional tongue weight.
