You will want to check the connection on the black wire of the brake controller. This is the 12 volt power wire to the controller. Any loose connections could be causing the problem. It sounds like the stop/turn signal of your trailer wiring is shorting to the brake output circuit and when you apply the brake pedal 12 volts is being applied to the brake assemblies and locking them up. I would suspect that one of your blinkers causes the trailer brakes to lock up intermittently as well.

The issues you're seeing won't be caused by not adding a relay to the wiring when you installed the # HM56202 and Brake Buddy Stealth # HM39530 and since you've already checked all of your ground wires I recommend moving on the the # HM56202 itself. What we have found when there is an issue with running lights but not other lights when installing the Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267 is that the problem is almost always due to an issue with the diodes. So if the wires are not properly routed with the diodes, or there is an issue where a wire was somehow crimped or damaged then the running lights would not work.

I believe we are running into one of 2 issues. I believe the issue may be with the LED taillights that you installed 6 months ago. Depending on how they are controlled that might be where the issue is coming from. It could have its own circuitry that is causing the power to crossover and that is why you are seeing both turn signals going when they shouldn't be. You can adjust the Blue Ox Patriot # BLU37TR using the sensitivity adjustments in the setup screen. The large number on the display represents the force setting. Curt 4-pole wiring harness # C55363 is a correct fit for your 1999 Jeep Wrangler. It is possible there is an internal problem on the # HM56200. With it plugged in use a circuit tester to probe the wires of the harness that go into the converter box and then test to see if the voltage makes it out to the other side of the box.
