We do have a trailer hitch for the 2013 Ford Fusion but the Draw-Tite trailer hitch you referenced, # 24865, is not a confirmed fit. What you can use is Curt trailer hitch # C12091. Nothing has to be trimmed to install this hitch but you will need to permanently remove an underbody panel to complete installation. Trunk mount bike racks should be removed when not in use. If you leave them on all the time they can leave marks on the vehicle in some cases.
You will not want to open the trunk with the bike rack installed. Doing so could wedge the hooks against the body of the vehicle or trunk lid and damage them. I took a look at the owner's manual for the 2017 Ford Fusion and the 1.5L GTDI Eco-boost Engine and the maximum trailer weight that it can tow is 1,000 lbs that is including the cargo inside the trailer itself. So if you used the 4x8 cargo trailer for example, it weighs 850 lbs empty so you would only be able to put 150 lbs of cargo in it to tow it with your Fusion.
