The Curt # C16023 is for a Curt hitch to fit onto the factory pucks from GM. It definitely won't fit your 1999 Ford F-350.
At first I was thinking you likely have the puck system for the Reese Elite Series in your truck. It's part # RP30073, or it could be its predecessor which was for the Reese Signature Series. The catch is neither include a hole for a gooseneck ball. Does your truck already have a gooseneck ball hole?

The Reese # RP54970 weight distribution shank would be 4-1/2 inches longer than the 7-3/4 inch long shank that was included with your Husky Centerline weight distribution kit.
