There are tow dollies out there that have electric brakes installed on them which were designed to work with a trailer brake controller like you mentioned. The reason there are hitch classifications is to easily differentiate the different towing capacities for various hitches.
Generally speaking, the higher the hitch classification the higher the weight capacities will be for that hitch. So a Class IV will be stronger than a Class III which will be stronger than a Class II.
