A lot of times our hitch manufacturers rate their hitches for higher towing capacities than what the vehicles they fit have. This is just a way to make sure the hitch never fails. You always have to go by the lowest rated component in a setup for the overall capacity as you are only as strong as your weakest link.

I personally have not heard of any bike security issues with the Thule EasyFold XT Bike Rack for 2 Electric Bikes part # TH903202. I do however want to note that the maximum bike tube the clamps on the rack will work with is 3-1/8" but so long so long as you are within range there should be no concerns. There is no way to use this brake controller, or others like it, for flat towing since vehicle brakes are not activated with an electrical circuit.
