Axles rated for 6,000 to 7,200 pounds usually will have 3 inch diameters. But it is possible for 5,200 pound axles or even 3,500 pound axles to have a 3 inch diameter axle. You could err on the side of caution and say each axle is rated for 3.5K for a total of 7K for the 2 axles combined.
But there should be some information somewhere on the axles that indicate the capacity. There could be a tag that explicitly states the capacity or some numbers that would indicate the model of the axle.... view full answer...
I could not find an online owner's manual for a 1992 Buick Century but I was able to find one for a 1993 model year and on page 176 it states that the '93 CAN tow a trailer. I attached that page from the 1993 owner's manual.

We do have a solution for you but unfortunately trunk mount bike racks, like the Thule OutWay # TH45JV that you referenced, only have a weight capacity of 33 lbs per bike. Any trunk mount bike rack that has a higher capacity will not be much higher than that, maybe 35 pounds.

The 3000 lb rating for the Timbren Suspension Enhancement System refers to any load carried in the cargo area of the vehicle and applied to the rear axle, not the towing capacity. The only effect that towing would have on the Timbren system would be any tongue weight exerted on the vehicle by the trailer. According to the owner's manual for the 2006 Buick Lucerne it has a gross trailer weight capacity of 1,000 pounds maximum. It does not say that a transmission cooler is required. However, a transmission cooler is always a good idea, especially when towing, to keep the fluid cooler so the transmission is less likely to get damaged or wear out any faster than normal.

Thank you for the picture of your crossbars. The interior width of the Thule SUP and Surfboard Pads # TH846000 you referenced are 11 1/4" with the pad opened. They fit most aero, elliptical and factory cross bars.

I went out to our warehouse to take a couple measurements on the Draw-Tite Max-Frame Trailer Hitch Receiver # 75528 that you referenced.
I measured a distance between the bolt holes on the left and right side brackets to be right at 43-1/4 inches, on center. The distance between the two bolt holes on the bracket is 2-1/4 inches, on center. I have attached an image with these dimensions labeled that you can also check out.

I went out to the warehouse and pulled a Recessed Trailer D-Ring Tie Down with Backing Plate and Hardware, # RR5K. The ring has an inner diameter of 1-1/4 inches and an outer diameter of 2.108 inches. The ring is approximately 0.427 inches thick.
