It actually looks like you are missing an additional 2 spacers. If you check out the attached photos you can see that the part 38 in the instructions calls for a quantity of 6 and that you put 2 on each of your 3 bolts. The first thing you need to flat tow your 2010 Honda Fit is a base plate kit like the Roadmaster EZ part # 521190-1 which is a confirmed fit.

For smaller, lighter-duty vehicles like your 2015 Honda Fit we only have Class I hitches like the Draw Tite part # 24920 that you referenced. I can't imagine a Class II hitch being available or useful for your vehicle as it wouldn't be able to tow 3,500 lbs regardless of what hitch is on it.

I took a look at the online version of the owner's manual for your 2019 Honda Fit and it does state on page 406 that manual transmission models can be flat towed behind a motorhome. I recommend checking your copy of the owner's manual to verify this.

I've never heard of not being able to remove the Allen bolt for the Swagman XC2 Bike Rack # S64650. The rack should have come with two wrenches, one of which is for that bolt. Some people have said that they can be tight, so the only advice I can give is that some old-fashioned elbow grease should do the trick.
