Instead of starting with a tap, I recommend instead a good thorough cleaning using a penetrate like WD-40 and a wire brush like # DW00254. You can spray down the holes, let it set for about 10 minutes, and then run the wire brush vigorously in the holes. You may have to do this several times to thoroughly clean the holes. It just takes a little time and some elbow grease, but cleaning the holes will not run the risk of damaging the threads like a tap would.
