Question:
I was watching install of prodigy p2 brake controller on honda pilot 2012 nd it mentions installing a fuse in box under hood. Should a fuse have come with this ? Do I need one to get it to work?

In most cases if a Honda Pilot like your 2012 model has the tow package the 20 amp fuse that installs under the hood would not be needed to complete the installation. It would be nice if the fuse came with the kit but unfortunately it will have to purchased separately.
However, if you install the # 90885 with the # 3070-P and the controller isn't powering on the fuse is needed. It will be in the under hood fuse box.
