Yes, the Curt Receiver Hitch # C13200 is the correct hitch for your 2015 Toyota Highlander LE Plus.
Per Curt warranty requirements, all non-trailer loads, like bike racks, cargo carriers, etc, must be supported by stabilizing straps like part # 18050.
If you plan on doing any towing with your Highlander, I recommend going with the following components, Ball Mount, # D-4, Pin and Clip, # PC3, Hitch Ball, # 63845 or # 19260, and Trailer Wiring, # C56217.
