Does the 12 Volt Power Wire on Adapter # 30717 have to be Connected for Lights to Work

lite dont work on jeep have power to the jeep. so do i need 12v

If the lights on the trailer are connected to the 12 volt circuit on the 7-Way traielr connector then yes, you will need to have the black wire from adapter # 30717 connected. But if you are talking about the regular trailer lights then the likely issue is a bad ground. The white wire with the ring terminal has to be grounded to the vehicle frame for the adapter to work. Find a clean bare meatal surface to attach the ground.
If you do need the 12 volt circuit live then you will need about 20 feet of wire # 10-1-1, sold in 1 foot increments, and a 40 amp circuit breaker, # PK54540. You can follow the relevent parts of the help article I linked to the right to complete the 12 volt connection.
The 12 volt connection would not be needed if you are talking about tow bar wiring but it would still have to be properly grounded.
