On a passenger vehicle, you would inflate the tire according to what the sticker says in the door jamb or in the owners manual of the vehicle. The pressure is chosen by the vehicle manufacturer for the best ride quality given the weight and design of the vehicle. Often times different air pressures are used for different scenarios on any given vehicle such as when towing or carrying heavy loads.

This is different from trailers that require the maximum psi indicated on the tire. This is because trailer tires are built with a thicker sidewall than passenger vehicle tires to handle more vertical load. If under inflated that thicker sidewall will generate excessive heat and lead to tire failure.
