Will this car roof bag fit a 2012 Honda CRV with roof rack/ horizontal bars with 28inch front to back space

Thule does list the Outbound cargo bag, # TH868, as a fit for the factory roof rack on your 2012 Honda CR-V. You may be able to tuck the bag in between the bars but it can also rest on the crossbars if need be.
I also recommend protective pad # RL100650 to place between the bag and the roof. And a wheel step # HE4040 will make loading and unloading easier. be sure to consult the vehicle owners manual and/or Honda to determine the weight capacity of the roof prior to loading.
