Why does the Curt hitch #11447 require more install time than the HiddenHitch, DrawTite, and Valley hitches ?

For this particular installation I do not see a difference in the installation so I believe the difference is just in the amount of time the manufacturers stated at the time of engineering. The installation is essentially the same for all of the hitches (see link) offered for the 2009 Chevrolet HHR. I would allow a bit more time, maybe 1-1/2 hours, for the installation if working off of the ground without a lift.
