Good morning, Don. The 3/4" wide butyl tape is exactly what we recommend for installing a roof vent such as the MaxxFan # MA00-07000K. We actually sell a roof vent install kit part # 344270KITW that comes with sealant, screws and a 30' roll of 3/4" wide butyl tape.

14.2-14.4 volts will not destroy the MaxxFan Deluxe Roof Vent w/ 12V Fan and Thermostat #MA00-05100K, however anything over 13.8v can cause the fan to shut down on the limit switch.

I went out to the warehouse to measure replacement crank handle #TJSC-24-HD. From the tip of the socket end to the first bend it is 13-3/4 inches. The overall length is 27-3/8 inches.

The MaxxFan Deluxe Roof Vent w/ 12V Fan and Thermostat #MA00-05100K that you referenced runs on 12 volts and draws 5 amps max. If your DC outlet can handle 5 amps then this would work but it would be right at the limit.
