There are some exclusions for the Brophy camper tie downs # HSAB:
Some dually trucks and most mid-size or import pickup trucks
Pickups with drop-in bed liners, plastic bed rails, side-step beds, and double-wall beds
2003 Dodge 3/4-ton and 1/2-ton 1500 extra cab 4-door 2WD short box
2002 Dodge 1500 4-door short box
2002 Dodge 1500 quad cab
2004-2008 Ford F-150
But the list does not exclude your 2004 Dodge Ram 3500 dually. If the dually bed is not completely metal or if the walls are double-walled then they will not fit. If you determine that this kit will work for you then I also recommend hardware package # TDHP.
The best option are frame mounted custom fit camper tie downs. I have included a link to the ones for your 2004 Ram. You will need to select the proper configuration of your truck using the drop down menu near the top of that page to see the correct ones for you specific truck.
