Why Can't a Class II Bike Rack Be Used on a Class I Hitch

Why won’t this work for a Class I if the weight limit is under 200lbs? That doesn’t make any sense.

I agree it can be a bit weird, but the reason the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes # HLY74FR won't work with a class I hitch is because there is actually a stopper in the receiver on class I hitches that physically prevents class II and up accessories from being used.
This isn't the case with everything because some manufacturers build their stuff to work with both, but I'd say more often than not, they don't.
So I'd recommend using a rack that specifically says that It can work with a class I bike rack, like the Thule T2 Classic Bike Rack for 2 Bikes # TH9045, which has the same 2 bike capacity as the Hollywood Racks bike rack.
