Is the weight capacity for a suspension system the same as the weight of the trailer?

The suspension will typically hold about 80 - 85% of the trailer's GVWR with the trailer jack or landing gears (depending on the style of the trailer) holding the other 15-20%. This is why you'll typically see tires and axle capacities under the trailer's GVWR.
When it comes to suspension components, like the Dexter Trailer Idler Hub Assembly # 42655UC1 you were looking at, you would want to match the capacity of the axle. From there you'll want to check that the bearings for the hub are a compatible fit for the axle's spindle and that the wheel bolt pattern matches your wheels. If you can't read the code on your current bearings and grease seal then you can measure points B, C, and D on the diagram below with a set of calipers for the inner diameter measurements to compare to the available hubs in this weight class.
